OG nr. 58/1998 privind organizarea și desfășurarea activității de turism în România prevede la art. 2 lit. d) că structura de primire turistică reprezintă orice construcție și amenajare destinată, prin proiectare și execuție, cazării turiștilor, servirii mesei pentru turiști, agrementului pentru turiști, transportului special destinat turiștilor, serviciilor balneare de prevenție, terapeutice și/sau de recuperare pentru turiști, împreună cu serviciile aferente. Structurile de primire turistice includ: structuri de primire turistice cu funcțiuni de cazare turistică, structuri de primire turistice cu funcțiuni de alimentație publică, structuri de primire turistice cu funcțiuni de agrement pentru turiști, structuri de primire turistice cu funcțiuni de transport și structuri de primire turistice cu funcțiuni pentru servicii balneare de prevenție, terapeutice și/sau de recuperare componente integrate sau arondate complexurilor de turism balnear.
